Numerous studies in the United States and abroad have demonstrated that it is much more effective to design safety into a process than it is to try to manage safety within a process that is inherently unsafe. Designing for construction safety was identified at the National Occupational Research Agenda (NORA) meeting in September 2007 as one of NIOSH top ten research priorities.
